Where will the $22 million come from that is needed to improve the Interstate 25 and Colorado Highway 392?  Interchange area property owners and leaders and drivers from Fort Collins and Windsor met Wednesday with representatives from the Colorado Department of Transportation at the Porter House Bed and Breakfast in Windsor, Colorado. 

This was the second time they have discussed what needs to be done to remodel or reconstruct the interchange and how to pay for the work.  There are three options that Ford Frick of BBC Research and Consultants, presented to those in attendance.
• Make developers pay for improvements.
• Have the cities of Fort Collins and Windsor purchase the land around the interchange.
• Use private funding.

The interchange functioned nicely until 15 years ago but with the growth of Northern Colorado and the state’s cut in services coincided to leave the interchange in disrepair.  F

Fort Collins and Windsor officials quickly shut down the idea of having the cities take the responsibilities for the interchange.  There idea was to do it in four phases;
• Phase I – Assess conditions and analyze opportunities and constraints.  This phase already is under way.
• Phase II - Create an interchange improvement plan after assessing corridor activity needs, transportation needs and infrastructure improvements.
• Phase III - Identify financing options, determine land use and design regulations and then adopt the plan
• Phase IV - develop and distribute a final plan document by June
